Our Team
McCabe & Company is led by Susan McCabe who possesses over forty years of legislative and advocacy experience in the State of California. Our team of professionals have extensive experience and skillful expertise in public policy analysis, land use planning and strategy development.
Susan McCabe is the President and CEO of McCabe & Company. With nearly 45 years experience working in a variety of government and government-related positions within the State of California, Susan offers a strong knowledge of the intricacies of both legislative and administrative processes.
Susan developed an expertise in land use matters as a legislative aide to the Chair of the Assembly Ways & Means Subcommittee on Transportation, Resources, Agriculture and the Environment, as a Principal Consultant to the Assembly Natural Resources Committee, as a member of the California Coastal Commission, and as executive director of an environmental organization concerned with coastal land use issues.
After her years working for the State Legislature, Susan honed her advocacy skills working with the respected firm of Rose & Kindel where she split her time between the firm’s Sacramento and Los Angeles offices representing clients with issues before the State Legislature, Southern California government agencies and the Coastal Commission.
Susan founded McCabe & Company in 1999 and over time the firm has come to specialize exclusively in consulting and advocacy for a wide range of both public and private sector clients with matters before the Coastal Commission.
Susan holds a Master of Public Administration and a Bachelor of Arts in Community Health from California State University, Sacramento.
Susan currently serves as Co-chair of the Board of Advisors of Equality California, the nation’s largest statewide LGBTQ+ civil rights organization whose mission is to achieve and maintain full and lasting equality, acceptance and social justice for all people in our diverse LGBTQ+ communities, inside and outside California. She has also previously served as Vice President and Chair of the Governance and PAC Committees of Equality California.
Anne Blemker is the lead Senior Planning Advisor for McCabe & Company. With 25 years of land use planning experience in both the public and private sectors, Anne is exceptionally qualified to guide applicants through California’s complicated coastal permitting process. Anne has served as a coastal program analyst, environmental planner and entitlement coordinator. She has an extensive working knowledge of the California Coastal Act, CEQA and local coastal regulations throughout the State.
Before joining McCabe & Company, Anne was a staff analyst with the California Coastal Commission where she performed analytical work involving planning and regulation of development in the South Coast District (Los Angeles/Orange County). She served as the primary staff analyst on such significant projects as the City of Newport Beach Land Use Plan comprehensive update, the Crystal Cove Historic District adaptive reuse plan, the San Clemente Coastal Trail, and the Treasure Island/Montage Resort development in Laguna Beach.
Since joining McCabe & Company in 2006, Anne has managed projects up and down the coastline, working successfully with the firm to entitle over a hundred land development projects, including retail, office and commercial developments, hotels, residential projects, shoreline protective devices, infrastructure improvements, and habitat restoration projects. She has also represented various local governments and port districts in updates and amendments to their local land use planning documents, including the City of San Clemente’s Local Coastal Program and San Diego’s Port Master Plan.
Anne received her Master of Urban and Regional Planning from UC Irvine and her Bachelor of Science in City and Regional Planning from California Polytechnic University, San Luis Obispo.
Anne lives in San Diego with her husband (a fellow Cal Poly SLO alum), two busy daughters, and a dog. You can often find her coaching or playing sports with her family.
